It's surely better to have something to make them sweet to doing that, then provide to them open invitation.The most common reason for people using the contact form is because they can't register because they have trouble with the antispam. It wouldn't make sense to put the same measure on the contact page which would also stop them asking how to get through it.
I don't mind to get requests as long they aren't generated by bots. Q&A is defensively will do the job of guard dog.
I recall phpBB had Q&A placed as a part of Contact Us form before, if I'm not mistaken,but it's gone now?
