By default the Global Moderators group, like the Administrators group, is Founder only manage.
You had given the user in question Global Moderator permissions directly, instead of adding them to the Global Mods group.

Yes! You are correct but the Founder and I did not know I did not have rights. He and I thought because I have full Admin rights that I could access it. He was trying to see if he could give me rights to the Moderators group. I do not care or want Administrators group rights.
