Have you checked the email error logs to see if anything is chasing an issue during sending?

Also worth checking the following just to make sure:

• Is the admin email address correct?
• Are board emails enabled?
• Is the admin email using the same domain as the forum? This can cause some issues on certain web hosting platforms if it isn’t the same.
