It's normal to have people register but not post. There are over 5700 pages of such accounts on here.
You can't force people to post. All you can do is try to create topics that encourage discussion or responses. Depends a bit on the subject though. Have a look at boards on similar subjects and see what the biggest topics are and replicate them in a similar way.
